I think you hinted at the biggest problem, and that is trying to run a scout fit with scout roles in a Logi suit.
Given your task, I would suggest gearing your suit for just one purpose and one purpose only.
Want to knife? Get rid of the codebreakers.
Want to scan? Grab an active scanner. Those precision mods on your Logi suit are probably going to cost more to fit, and won't get you to scan much.
Your biggest issue is dampening. I don't know what you would have to do, but its unlikely you will be able to dampen and beat even scouts with minimal scanning ability. Dampening is the lifeblood of being a scout and fulfilling that role, and that will be incredibly hard in a logi suit.
Maybe 3 Complex Damps and a pro cloak?
More likely than not, you will end up having to run a PG or CPU mod in order to use a cloak and still fit more scoutly gear. You may even have to sacrifice a few High Slots, and leave them empty.
Essentially, you will have to make a lot of sacrifice to fit your logi suit well enough to be even a decent scout copy. Otherwise, save your SP. It will take at least a lvl 4 scout in order to be able to fit a cloak, knives, and other necessities.

It will take at least a lvl 4 scout in order to be able to fit a cloak, knives, and other necessities. i disagree codebreakers are not a logi role.. look at Minja suit.. they get 5% hack speed per level so it is a SCOUT role. The whole point of my post was that he was trying to use a Logi suit for a scouts role. If he wants to transition to a more scoutly role, while using his current gear, he is going to have to create niche fits, which would include Codebreakers for hacking.
I was not saying it was a logi role. I was just trying to help him do what he was trying to do given his skilling restraints.

Knives are still worth it. I have seen plenty of Med Frames lately going to knives. If that is really all you want to do, skill into proto knives, and you will deal a lot of death. Just expect to be scanned until you can get yourself a scout suit.
